JANUARY UNIT MEETINGS
Monthly Unit Meetings will be held at La Quinta Headquarters on January 25th starting 3:30 p.m. in the Conference Room. For El Centro our meeting will be held on January 24th at 4:00 p.m. and 5:30 p.m. at the Moose Lodge. Agency Fee Payers or Objectors are not permitted to attend any meetings until such time as they become members. Proof of membership will be required.
2012 CONTRACT NEGOTIATIONS
We have been meeting weekly and have presented our initial proposal. We expect the District’s opening proposal this month. Inequity presentations have been scheduled beginning on January 13th and continuing through the end of February. Your committee includes: Perdomo, Kovacic, Moses, Cruz, Rodgers, MacDonald, Aguirre and Hunter.
AGENCY SHOP UPDATE
We hope to have the corrected dues structure in place by the
end of this month for all non members. A
joint communication will be sent to all affected employees explaining the
change and the start date. Questions

LEADERSHIP ACTION COMMITTEE
This group of employee members meet on a bi-monthly basis to
discuss Union business on property and help form Union policy on District
property. These meetings are held in El
Centro and La Quinta at 12:30 p.m. For these meetings, the Union reimburses for
lost wages and facilitates work releases to participate. Since the entire District is represented, we
would like to encourage members in Clerical, Administration, Stores, Water
Construction and the Power Dock to join.
Those interested should contact John Hunter or Paul Kovacic for an
invitation.
ISSUES AND GRIEVANCES
Rob Cruz was able
to reduce an employee’s 10-day suspension to 5-days for a policy
violation. We were also able to reduce a 5-day
suspension to 2-days for a performance issue.
Also, resolved was a
“Working Out of Class” issue in Heavy Equipment. We are still waiting on a similar case for
the Distribution Estimators.
Additionally, we are also representing several employees facing
disciplinary action.
REP. PAUL KOVACIC’S REPORT
With Agency Shop in full
swing, it’s extremely important to spread the word to all fee payers
about the benefits of Union membership.
To be truthful, all non-members have benefited from the work performed
by the Union on District property.
Remember only members have a say in their work future. Management is currently taking a hard line on
employees not following Policy and Procedures.

STEWARD TRAINING
International Representative Art Murray will be giving his final
“Basic Stewards” training on February 23rd at the Moose
Lodge from 12:00 p.m. until 4:00 p.m.
Mr. Murray is retiring effective March 1, 2012 after 41 years of IBEW
service. This training is open to all Officers,
LAC members and Stewards. Special
invitations will be authorized for members on a case by case basis. For those participates, wages lost will be
reimbursed by the Local Union Please contact Cindy Nelson at the Local
Union to sign up for this training. Non-Stewards
should contact Paul Kovacic or John Hunter to request an invitation.
FINAL THOUGHTS
At the risk of being
redundant, I will speak to a subject that should be near and dear to
everyone’s heart: Wages,
Benefits and Working Conditions.
The Union is not me, my staff, the Officers or even the Stewards. The Union is “rank and file members.” In reality the ground work on District
property has been laid by all those mentioned but if we are truly to make a
difference, the members have to be involved.
While I know everyone has a life, family and outside passions, without a
decent livelihood those pursuits cannot be followed. I’m not talking about being fanatical: it’s just being involved when needed. A
perfect example is the August 2011 Board of Director’s meeting where the Union
was presenting their case about the need for reasonable wage increases. A number of members were contacted and asked
to attend for a show of force. Keep in
mind that a good showing from the employees would have resonated with the Board,
who are publicly elected. The turnout? 15 employees. Can we guess the results? The reality is if the Union hadn’t
filed a Lawsuit over employees not receiving a raise in 2010 and settled for
the 2011 BONUS, there would have been no compensation for 2011. Continuing this type of support in the future
will predicate the same results. Einstein
once said “Insanity is repeating the same mistakes and expecting
different results.” While
the Union Leadership endeavors to make improvements on property, without
employee support or involvement we can only do so much. That support and involvement doesn’t
have to fanatical, it just has to be there when needed. Excuses or comments that the Union never does
anything won’t play. Employees
who expect gains while never contributing, now that’s insanity. BUT, THAT’S JUST MY OPINION!!!
