FEBRUARY UNIT MEETINGS:
Monthly Unit meetings will be held at the Imperial Dam Headquarters on February 16th at 3:30 p.m. (Arizona time), at La Quinta Headquarters in the Board Room on February 17th at 3:30 p.m. and at the Moose Lodge in El Centro on February 18th at 4:00 p.m. Plan on attending one of these meetings for the latest update on Union Business at IID. As usual, Officers or Board Members from the I.I.D.E.A. are not permitted to attend any meetings.
IID’S R.I.F./LAYOFF
We continue to meet with the District weekly on the issue, at this point out of the intended 23 employees affected, only 9 will actually be going on the “recall list.” 4 employees have accepted the “Early Retirement” package, and we have been able to mitigate some employee circumstances including: avoiding the force transfer of a Meter Reader from La Quinta to Imperial, the swap of two Clerical positions to avoid the same type of transfer, allow the Meter Technicians in El Centro to enter the Apprenticeship, and restore a CSAR to their “2” step. We are still trying to work out other details with regards to seniority, “Right of Return,” and trying to find other opportunities for the 9 employees going on the “recall list.” Thanks to our committee for all their hard work.
CONTRACT NEGOTIATIONS
We have resumed negotiations with the District over a “binding agreement.” On January 7, 2010, the Union received an “Initial Proposal” from the District. While not a substantial offer, it does represent a breakthrough as they are willing to sign an agreement. During our next meeting, scheduled for February 18th, the Union will present its “counter offer.” We will continue to meet and negotiate until an agreement acceptable to the membership is reached. Keep in mind that any agreement reached must be voted on by the membership to be put into effect.
2009 WAGE INCREASE
The District and Union Attorneys have held several discussions over the denial of the 4% wage increase for 58 “Red Lined” and Downward Adjusted” employees. We have offered the District “Binding Arbitration” to settle this dispute. If unable to agree on the process, the Union is prepared to go to court to uphold the 2008 M.O.U. Going to Arbitration would serve both parties as it is a faster process than going through the Court system.
ISSUES AND COMPLAINTS
We are waiting on the results for an employee facing a
“5” day suspension. An employee “working out of
classification” will be reimbursed the difference in pay for 3 months. Thanks to Perdomo, Zinn and Casarez for
their efforts. We are also waiting for results of the new investigation by
the D.O.L. on property concerning Troubleshooter’s Vehicle Take Home,
Work Schedules and Overtime rules. A meeting has been set for February 9th
on the DOC “Standby Issue” over the reduction in straight time
hours. For an employee facing theft
charges, we are waiting for the District to conclude their investigation. Though
our efforts, an employee facing termination for a 2nd positive drug
test will be allowed to resign voluntarily and continue benefits for an
additional month.
IIDEA CHALLENGE TO EXCLUSIVE REPRESENTATION
We have been informed that the IIDEA’s second complaint about our election victory has been dismissed. So their next step was to file another complaint over the same issues that were denied in the first and second charge. This has not affected any Union business on property or our efforts to negotiate a contract. We are not sure why they continue to waste their member’s dues on a fruitless effort. I would hope all District employees would get a clue that these guys represent nothing but their efforts to retain importance.
FINAL THOUGHTS
While one can hope that the RIF/Layoff will be confined to
Energy, we have been informed that the
same internal auditors are not looking at the Water and General Service Groups. While these actions are all political, when
will nonmembers take notice? If the Pension debacle, prior wage increase
(clearly below industry) and now the layoff hasn’t convinced employees of
their need for a Union, what will? Encourage your friends and coworkers who are
nonmembers to join us for at least the negotiations window period (September
2010) it will only aid our efforts and increase our strength at the bargaining
table. It is very little to ask of them, and could make a world of difference. BUT THAT’S JUST MY OPINION!!!
